  • Leaded the process of analyse and preparation of the file for the designation of Albanian city of Berati as UNESCO World Heritage Site. A detailed file for this nominated site was prepared and delivered for the meeting of UNESCO in Quebec. The file contained clearly details(documents, photos, etc.) about the site Outstanding Universal Values, and its authenticity. There was included also a comprehensive Management Plan and legislative protections for the site. The World Heritage Committee, at its 32-nd session in Quebec, Canada from 2-10 July, considered the request for the inscription of Berati as a new site on UNESCO's World Heritage List. Berati was designated a UNESCO World Heritage Site  comprising a unique style of architecture with influences form several civilisations that have managed to coexist for centuries throughout the history.

Rindërtohet Fakulteti i Shkencave Sociale me auditorë

modernë dhe amfiteatër 300 vendësh. Krijohet dega e

Shkencave Politike.

2005 Zgjidhet ne zonen elektorale te qytetit te Tiranes, Deputet i Kuvendit të Shqipërisë. Caktohet nënkryetar i

Komisionit të Medias ne Kuvendin  e Shqiperise.

2007-2009 Ministër i Turizmit, Kulturës, Rinisë e

Sporteve.

2010-2013 Emerohet Drejtor i Agjensise se Kerkimit Shkencor, Teknologjise e Inovacionit, Agjenci qe themelohet e nis punen me kete drejtor

Gjatë kohës që ishte ministër nen drejtimin e tij stafi i kesaj Ministrie kreu këto punë për vendin dhe të mirën

 Arritjet e Ministrisë së Turizmit,

Kulturës, Rinisë dhe Sporteve:

Viti 2007-2009

 

Në kulturë:

Investime:

• U restaurua për 100 ditë “Lidhja e Shkrimtarëve”

dhe u kthye në Ministri të Turizmit, Kulturës Rinisë dhe

Sporteve, ku veç zyrave ka dhe Sallë Koncertesh, Sallë

të artit figurativ, Salla për aktivitete artistike ne shërbim

te artisteve.

• U rikonstrutua Instituti i Monumenteve të Kulturës

“Gani Strazimiri” dhe u ndërtua Shkolla e pare Shqiptare

e Restaurimit, bashkëpunim me Qeverinë Italiane.

• Në “Rrugën e Elbasanit” u ndërtua Biblioteka e Librit

të Huaj, me pavijonet gjermane, italiane, franceze e

angleze.

• Filluan punimet tek Piramida për kthimin e

saj ne Qendër të madhe Kulture, investim me

një vlerë 570 milion lekë (të reja), ku përfshihen

Galeri Kombëtare e arteve Figurative, Teatër i Madh

Kombëtar, salla varieteje dhe mjedise të tjera që do

i shërbejnë kulturës dhe artit në vendin tonë. Është

investimi më i madh në Kulture në njëzet vitet e fundit. Punimet u nderprene pas presioneve te pushtuesve private te mjediseve ku sot do te kishim ne baze te projektit francez, nje nder teatrot me te bukur ne Ballkan

Në trashëgiminë kulturore

Viti 2008

• Vetëm për vitin 2008 u punua për restaurimin e

47 banesave karakteristike ne Berat, me 3 herë me

shume fond se gjate vitit 2007. Pas nje pune voluminoze u paraqit dosja ne mbledhjen e UNESCO ne Quebec, Kanada dhe më 10 Korrik 2008, qyteti i Beratit u pranua si pjese e Trashëgimisë Kulturore

Botërore në mbrojtjen e UNESCO - s.

• U krijua e para Zyrë e Koordinimit dhe Administrimit,

Gjirokastër, për administrimin e fondeve për restaurimin

e qytetit.

• Një investim i rëndësishëm u krye gjate vitit 2007-2008

në Gjirokastër (ne total rreth 2 milionë euro) ku u përfshinedhe fondi

prej 1.3 milionë dollarë per Restaurimin e Qendres

Historike,Qafen e Pazarit Gjirokastër,restaurimi i Hanit te

Zagorise me vlere 24 milion leke, restaurimi i Shtëpisë

se Çabejve, restaurimi i Shtëpisë së Kadaresë për vitin

2008, restaurimi i kalasë Gjirokastër .

• Pas negociatave me Ministrinë greke të Kulturës u

realizua kthimi nga Greqia ne Butrint i statujave te vjedhura ne vitin 1997, (shtatoret e

Apollonit dhe Artemisës).

• Aplikohet dhe fitohet nga MTKRS pranë zyrës së

Komunitetit Europian projekti me vlere 3 milion Euro

per restaurimin e kalave mesjetare: Kalaja e Himarës,

Kalaja e Tiranës, Kalaja e Krujës.

• Aplikohet dhe fitohet nga MTKRS projekti i fondit të

Qeverisë Spanjolle me vlere 3,26 milion Euro i cili 

përdoret për Muzeun Kombëtar dhe ne zhvillimin e

mëtejshëm të Turizmit artizanal në vendin tonë.

 

 • Fondi i fituar nga Komuniteti Evropian me vlerë

3 milionë Euro, Fondi i fituar pranë qeverisë Spanjolle

me vlerë 3,26 milion Euro së bashku me vlerën totale

të investimeve të buxhetit të shtetit (305 milion leke),

ka rritur 10 here më shumë në krahasim me vitin 2007

fondin për investime në fushën e Trashëgimisë Kulturore

për vitin 2008.

• U krijua për herë të parë një strukturë në varësi të

MTKRS, Agjencia e Shërbimit Arkeologjik, e cila kryen

arkeologjinë e shpëtimit në rastet kur gjatë ndërtimeve e

gërmimeve zbulohen vlera arkeologjike.

Viti 2009

• Filloi zbatimi i projektit 3.26 milionë USD nga

qeveria spanjolle për rikonceptimin e Muzeut Historik

Kombëtar, por edhe për parqet arkeologjike të

Apollonisë e Antigonesë si dhe krijimin e strategjisë së

marketingut të turizmit në Shqipëri.

• Fillon procesi i tenderimit ndërkombëtar për fillimin

e punimeve në Kalanë e Tiranës, Krujës dhe Himarës

me fondet e Komisionit Europian (rreth 3 milionë

euro). Pak kohë më pas janë konfirmuar edhe rreth

2 milionë euro të tjera për Kalanë e Beratit dhe Lezhës.

• Vijon puna në restaurimet në Qafën e Pazarit në

Gjirokastër me financimin e qeverisë Shqiptare dhënë

UNESCO-s.

• Hapet për herë të parë Zyra e Koordinimit të Qendrës

Historike të Beratit që do të lehtësonteprocesin e marrjes

së financimeve dhe projekteve ndërkombëtare në

funksion të qendrës historike.

• Përfshihen në sistemin e MTKRS muzetë arkeologjikë

të Butrintit, Apollonisë, Durrësit dhe Korçës, duke e rritur

numrin e përgjithshëm të muzeve në varësi në 12.

Te 12 muzetë e lartpërmendur janë tashme te vizitueshem

online në disa gjuhe.

• MTKRS hapi procedurat për rijetezimet e kalave

ne Shqipëri te cilat do te përmirësoninndjeshëm

sistemin e mbrojtjes dhe vizitueshmërisë se tyre.

• Realizohet për 20 ditë ne Muzeun Historik Kombetar Tirane, Ekspozita-Muze: 20 Shkurti

“Dita në Nderim të Viktimave të Sistemit Komunist”.

• Ndërtohet rruga Kol Idromeno, ndryshe Rruga e Dugajave te reja, Shkodër, rrugë

karakteristike me kalldrëm që rikthen imazhin e

Shkodrës së vjetër.

Në turizëm

Për vitin 2008 numri total i vizitorëve arriti në 2.7 milion,

duke u klasifikuar kështu si periudha e “bumit turistik”

më të madh që ka njohur Shqipëria. Për këtë periudhë

numri i vizitorëve ka pasur rritje 21% ne krahasim me

2007, me vitin 2006 ka rritje 44 % dhe krahasuar me

2005 rritja është 77%, dhe është 10 herë më i madh se

numri i vizitorëve në vitin 2004.

• Për herë të parë ne vitin 2008,promovohet Turizmi Shqiptar në

rrjetet televizive ndërkombëtare, nëpërmjet spotit i cili

u shfaq mbi 200 here në kanalin prestigjioz televiziv CNN.

• Panairi i Turizmit në Berlin dhe Panairi i Turizmit në

Londër shënojnë një paraqitje të re dinjitoze të Shqipërisë

turistike dhe rrisin mjaft numrin e vizitorëve.

• Janë hartuar paketat turistike mbi 10 turet e mëdha të

Shqipërisë dhe 11 itineraret kulturore dhe natyrore në

bregdetin e jugut.

• Shfaqet spoti rajonal i turizmit shqiptar “Shqipëria,

pasioni i ri mesdhetar” në Kosovë dhe Maqedoni.

• Prezantohet Albania Guide Turistike 2008 , (mbi 500

faqe).

• Shfaqet Spoti i ri i turizmit shqiptar në rrjetin televiziv

ndërkombëtar EURONEWS transmetuar 150 here deri

m 2009.

• Publikohet dhe pasurohet faqja zyrtare e turizmit

www.albaniantourism.com, me mbi 500 faqe.

• Realizohet projekti i 40 Haneve: paketa turistike për

turizmin malor dhe shtëpitë karakteristike në Theth,

Valbonë, Kelmend, Pukë,etj. paketë promovuese

për turistet e huaj dhe hartohet e aprovohet vendimi

i Këshillit të Ministrave për asistencë financiare për pronaret e shtepive karakteristike,

banorët e zonave malore që zhvillojnë turizmin malor.

• Përfundon sinjalistika turistike dhe ajo e trashëgimisë

kulturore në pjesën më të madhe të vendit.

• Hartohet dhe aprovohet ligji i ri për turizmin me

19 aktet nënligjore.
